Vietnam's rules are changing, and P2P is still the default

Vietnam is one of the countries where the most people own crypto, and USDT is the coin most of them hold. For years there was no licensed way to sell it, so most cashouts happened P2P: you release USDT to a stranger and wait for dong to arrive in your bank, hoping the transfer is clean.

That is shifting. A government pilot that started in September 2025 lets a small number of heavily capitalised local exchanges apply for licences, and 2026 tax rules set 0.1% on each sale through a licensed provider. Licences were still being processed during 2026, so check which platforms are actually open before you count on one.

A payout removes the counterparty. We pay Payoneer or PayPal, and both withdraw to Vietnamese banks. Wise does not offer accounts to people living in Vietnam yet, which is why it is missing from this page.
